Yesterday (19 June 2005) someone said that democracy should be practised as a rule of the game, but not as an ideology. This does not mean that democracy should be a tool to reach autocracy or dictatorial regime, but a means to regulate and manage societies.
Surely, democracy has its different meaning/definition to different societies. It is incumbent upon the leaders of the society to define their brand of democracy.
